Western Dedicated Freight Corridor Fully Operational After Nearly 20-Year Wait

India’s Western Dedicated Freight Corridor is now fully operational after nearly 20 years, completing the 1,506-km route and India’s 2,843-km dedicated freight network with faster cargo movement and double-stack electric trains.

Nearly two decades after India approved the Dedicated Freight Corridor project, Prime Minister Narendra Modi on Tuesday dedicated the three remaining sections of the Western Dedicated Freight Corridor (WDFC) to the nation, formally making the entire 1,506-km corridor operational.

The 326 route-km sections — New Sanand North-New Makarpura, New Umbergaon-New Saphale and New Saphale-New JNPT — were built at a cost of over Rs 20,700 crore. Their inauguration completes India’s 2,843-km dedicated freight network when combined with the 1,337-km Eastern Dedicated Freight Corridor (EDFC).

The two corridors were approved in 2006 by the UPA-I government led by Prime Minister Manmohan Singh, and the Dedicated Freight Corridor Corporation of India Limited (DFCCIL) was incorporated to execute them. Repeated land-acquisition problems, contract delays and construction challenges pushed completion beyond the original targets, turning the project into one nearly 20 years in the making.

With the completion of the WDFC, India becomes the world’s only country with a fully electrified dedicated freight corridor built for routine double-stack container operations.

The completed freight network is expected to move goods faster, reduce logistics costs and free congested conventional railway tracks for more passenger trains. The WDFC provides export-import cargo with a direct rail link between Jawaharlal Nehru Port Trust (JNPT) near Mumbai and industrial hubs across western and northern India in Uttar Pradesh, Delhi, Haryana and Punjab.

Its electric double-stack arrangement allows two containers to be carried one above the other, enabling trains to move more cargo per trip while reducing fuel consumption and emissions. The overhead wires on the route are higher than usual to accommodate the stacked containers.

Freight operations have consistently generated higher profits for Indian Railways than passenger services. The completion of the DFCs will therefore enable the Railways to further expand freight operations and increase revenue from the segment.

The unusually high overhead electric wires required for double-stack freight trains also led to a bizarre Vande Bharat record in 2025. A Sabarmati-Gurgaon special train could not take its planned route because the standard pantographs could not reach the 7.3-metre-high wires on a WDFC feeder section, forcing it to take a longer route.

The WDFC’s heavy-haul capability is complemented by WAG-12B electric locomotives manufactured at Madhepura in Bihar. Rated at 12,000 horsepower, each double-section locomotive can haul about 6,000 tonnes at speeds of up to 120 kmph and uses regenerative braking to reduce energy consumption.

The DFC project was conceived as a freight-only railway network to relieve India’s saturated Delhi-Mumbai and Delhi-Howrah Trunk routes, where slow goods trains used to, and still compete, with passenger services for limited track space.

The idea was first proposed in the mid-term appraisal of the Tenth Five-Year Plan, and the government formally proposed freight corridors along the Golden Quadrilateral in April 2005.

Until about a decade ago, the Kanpur Central-Allahabad Junction, now Prayagraj, to Mughalsarai Junction, now Pandit Deen Dayal Upadhayay, stretch was so notorious for trapping eastbound passenger trains in prolonged delays that it was called the “Bermuda Triangle” of the railways.

On the eastern flank is the EDFC, which has since diverted much of the heavy freight traffic from this stretch, easing congestion and helping passenger trains move more smoothly. The 1,337-km EDFC from Punjab’s Ludhiana to Bihar’s Sonnagar became fully operational in October 2023, after its onwards proposed 538-km Sonnagar-Dankuni extension in West Bengal was taken out of the sanctioned DFC project and planned separately under the PPP mode.

To the west is the WDFC. It stretches 1,506 km from Dadri in Uttar Pradesh to the JNPT near Mumbai, passing through Haryana, Rajasthan and Gujarat. It is designed primarily for container traffic and connects the National Capital Region and the industrial belts of western and northern India directly with the country’s busiest container port.

The newly inaugurated sections provide an uninterrupted dedicated route to JNPT, which is crucial for export and import cargo. Freight containers can now move directly between ports and industries in Gujarat, Rajasthan, Haryana, Delhi-NCR and western Uttar Pradesh without depending on the congested railway network.

Feeder lines also connect or are intended to connect the WDFC with ports such as Mundra, Kandla, Pipavav and Hazira, all in Gujarat. Together with logistics parks, cargo terminals and the Delhi-Mumbai Industrial Corridor, these links are creating a wider port-to-factory freight grid rather than just one long railway line.

Japan, through the Japan International Cooperation Agency (JICA), financed and supported much of the WDFC. Diverting goods trains to the two DFCs also frees space on conventional tracks for additional passenger and freight services. The Ministry of Railways in November 2025 said that the operational DFC sections were already handling an average of 403 trains a day.

The WDFC’s distinguishing feature is its combination of double-stack container trains and electric traction. Double-stack trains are common in countries such as the United States, but they generally operate with diesel locomotives because conventional overhead wires would obstruct the upper container.

India addressed that problem by installing high-rise overhead equipment, with contact wires reaching roughly 7.45 metres above rail level on the WDFC. Special high-reach pantographs allow powerful electric locomotives to collect current while two containers are stacked vertically on each wagon.

Indian Railways describes this as the world’s only fully electrified dedicated freight route built for regular double-stack container operations. While double-stack trains exist elsewhere, and electrified double-stack trials have also been attempted, the WDFC’s distinction lies in sustained, corridor-scale commercial operations under high-rise wires.

That combination gives the corridor its double punch. Stacking two containers increases the amount moved by one train. The corridor is built for freight trains running at up to 100 kmph, against the roughly 25-kmph average commercial speed historically recorded on mixed-use routes.

Its infrastructure permits 25-tonne axle loads, with provision for heavier loads, while dedicated tracks reduce stops caused by passenger-train priority.

The DFC’s completion also complements Railway Minister Ashwini Vaishnaw’s recent announcement that Indian Railways is moving towards four-tracking all seven high-density routes, spanning nearly 11,000 km.

After the Eastern and Western DFCs, the Centre has announced a 2,052-km Dankuni-Surat corridor through West Bengal, Odisha, Chhattisgarh, Madhya Pradesh, Maharashtra and Gujarat. Its detailed project report (DPR) is being prepared.

Earlier DPR plans also covered the Kharagpur-Vijayawada East Coast corridor, the Vijayawada-Nagpur-Itarsi North-South corridor and East-West sections through Bhusawal, Nagpur and Kharagpur. However, these have not yet been sanctioned for construction.

The completion of the WDFC therefore adds more than another dedicated railway route. It creates a faster connection to ports, enables more cargo to be carried per trip, lowers energy use and frees space on conventional railway tracks for passenger trains, bringing together the two defining advantages of its double-stack, electric freight system.
